there seems to be problems to retrieve the file 'Admin/Skins/Logo.ascx', please verify, that it exists and the virtual user "Network Service" has been granted access permissions

I checked and found it exists ('Admin/Skins/Logo.ascx') and NT Service has been granted full permission.
