I'm having trouble applying a skin (obsidian).  Is this funtionality fully implemented in the forums module yet?

Forum doesn't use skins it uses themes. Please read the documentation for the module.

Thanks! (BTW there is no mention of themes in the TOC - could be a useful addition for people like me!)

Create a theme, upload it to your site via ftp as this is the only way.  You will have to name the css file within exactly the same as the foldername of your theme.  I recommend against using spaces.  Also, there is not mention of how to make a theme in the TOC, but I do cover this in the document so if you read through you will see it is mentioned.
