I am getting this error when opening the default.aspx page after successfull upgrade from 4.7.0 to 4.8.0 turkish

globalization setting of the app= 
culture="tr-TR"
uiCulture="tr"
requestEncoding="UTF-8"
responseEncoding="UTF-8"
fileEncoding="UTF-8"

changing culture="en-US" and uiculture="en" does not solve problem only changing errors SKİNID (skinID) to TİTLE (Title)

any suggestion?

I know there are some issues with turkish locale, have a look at support.dotnetnuke.com, if this one is listed. you usually should not need to alter culture settings in web.config. have you checked the skins installed, maybe one of it has the issue incorporated.
