If the admin has set the container to have the print and rss icons not visible (unchecked), this bar still shows up..  Is there a way to get rid of it if there is nothing below it?

You can create your own container for this: go to /Portals/[your Portal]/Containers/[yourContainer]/, copy the .ascx file of the container you are using, and delete the <HR> tag in it.

For more information about the "look" of DNN, I recommend the skinning documentation (downloadable from the download page), and the skinning forum.

Well, the overall concept I understand, and have started playing with skinning already, but will it still leave that dead space at the bottom where those graphics would be made visible?

There's a trick to minimize that space: set the font size for the table under the <hr> to 0px (obviously there are some blank characters in that table cells even if there aren't any action buttons). In my tests with IE and FF this didn't affect the font size of the action buttons.
