Ok I've gone through two tutorials and the install docs and had no success installing DNN. When I try to run the install - after configuring everything including: IIS, Permissions, web.config, etc - it gives me a 403 Error saying that the Web Site Declined to display the web page because I need to log in. What's going on??

It sounds like your anonymous user account that IIS uses is missing from the folder permissions.  I would suggest checking to make sure that the IUSR_<MACHINENAME> account still has Read & Execute, List Contents, and Read access.
