I have a requirement to make my site multi-lingual. English and French specifically.

How do the language packs work?

Do they go off of your Regional and Language Settings through windows control panel? 

Does it translate the content that is already on the site or is there another tool/utility that will do that?

DotNetNuke language packs are installed from within the portal, use Languages in Host menu, click install Language pack.

The language pack does not affect the windows settings.

The language pack maintains localization of all static elements of the DotNetNuke framework and modules (as covered by the lang pack), but do not handle localization of page settings, module settings or module content. you need 3rd party modules to achieve true multilingual portals, have a look at www.effority.net, www.apollo-software.nl, dnn.tiendaboliviana.com and www.portalfabrik.net.
