Is there a way to give lower security level users (who edit text content) to edit META data without giving them full admin rights?

This module injects script into the head:

Create an account, sign in and go to that page.

But I don't know if it has an edit link on the action menu so you'd need to try it and see. If it doesn't then it would only be editable by page editors.
