I replicated my live site locally by downloading the database and web site. I then upgraded from 3.1 to 4.x on the local system. It seemed to go without a hitch. The problem is that when I actually try to view my local instance, it redirects to the live site and I cannot do anything with the local system.
 
What do I need to change so that it no longer redirects to the live site?

If you just copied everything over, then you are working with the same Portal Aliases too, right?  How are you expecting to be directed to your local instance vs. the live instance?  We need a little more information about your setup to be able to help.

Yes, I basically ftp'd my web site down to a local folder and restored an SQL backup on my local SQL. I expected this would give me a snapshot of my live site so that I could work on it locally.
 
But when I navigate to: http://localhost/site  it starts to load and then I end up at http://www.warbeats.com/site which is my web sites internet address.
 
I don't even know how to get to the host settings locally so that I could change settings for that portal. because it always redirects me to my live site.

You will manually have to change the alias back to localhost for the "test" sites in the database.  PortalAlias table, HttpAlias field.
