Greetings, DNN experts!

We are the design and development company that have just started working with DNN.  Recently, we`ve faced the installation problem. We`ve designed the skin for DNN and made an installable skin for our client. The problem is the following. The skin installs only in host mode. As a portal administrator - it does not install at all. The client insists he should be able to install it under portal, not under host only. 

Can anybody help us here? What can be the problem?
