Where do I change this?  I have looked all over and have changed the text of what I have found in other areas, but I can't seem to find it for normal posting.   Just used to having a submit, or submit reply button is all.

This is coded onto Forum_PostEdit.ascx. There are two controls with update in them, cmdSubmit and cmdPreviewSubmit. You can either change them here, or add them as entries into Forum_PostEdit.ascx.resx which can be found in the App_LocalResouces directory. You will need to add a key of cmdUpdate.Text in the resources file, which is what the two controls refer to for their value.
