When I add the help module to a page, I get the following error.  I had a similar issue with the Events module.  (see this post)

What is it that I do not have permissions to.  I recently upgraded from 4.5 to 4.8.

I found the issue.  The legacy module connection string in the web.config was not set properly, while the main connection string was.  Correcting this fixed the issue.
