This line of code returns an empty ArrayList.   I've obviously missed something here..

Dim skins_arrLst as ArrayList = SkinController.GetSkins( PortalID() )

skins_arrLst's length is 0.

What I'm looking for is a list of skins installed in portal # PortalID( ).

What value is it sending for the PortalID? Looking at that line it looks like it should be Dim skins_arrLst as ArrayList=SkinController.GetSkins(PortalID).

Dim ID As Integer = PortalId()

ID is 0.     I'm in the root portal.      'Root' as in... the very first one to be installed.

Is this correct?

If you look in <DNN_INSTALL./Portals/0/ are there any actual skins/containers there? There should be directories called Skins and Containers. The default skins are installed under Portals/_default and are available to all portals.

Dang...  I should have thought to look there.

There are no folders named 'containers' or 'skins' listed under path/Portals/0.   There are skins and containers listed in portals/_default

So.....  I'll install a skin in portal # 0..and see if that helps me out.

Fyi... Here's the vital code from SkinController.GetSkins()...

            arrSkins = CType(DataCache.GetCache("GetSkins" & PortalId.ToString), ArrayList)
            If arrSkins Is Nothing Then
                arrSkins = CBO.FillCollection(DataProvider.Instance().GetSkins(PortalId), GetType(SkinInfo))
