I have a site that doesn't include this dropdown entry when on the Edit Module Definition page.

What is wrong?

One thing to check...  Make sure the folder name of the module (under desktopmodules) is the same as the folder in the module setup.

Also, if you are accessing the Module Definitions page on a remote host rather than local install, the Create Module Package link is intentionally not available in the more recent versions of DNN (>=4.7 if I recall).
