What are the minimum permissions needed for the "Upload New File" link to appear in the "Edit Media" page?

The user needs Edit permission for the module and would also need Read/Write permission for the folder that the Media items will be in.

HOWEVER, depending on the Container used for the module, the link BELOW won't necessarily display.  You may need to tweak the container and add the ACTIONBUTTONs to the ASCX file.
