How does a portal admin/host go about decrypting user passwords?

I am assuming this is possible as a user who has forgotten a password can have it emailed to them.   I have the MachineDecryptionKey from the webconfig and have located the passwords and salts in the database.  I believe the default encryption is TripleDES (correct me if I am wrong) and I have found the .net classes to deal with this but they require a IV.

I do not know where to locate the IV or really how else the passwords/salts may be encoded on top of encryption.  We have two portal products and would like to sync up the databases one of them is DNN 3.x and the other is a  in house product that I do not really believe we change for this project.  

If this is not possible why can users retrieve there own passwords?
