When I try to send news letter to all my registered users I get a message of all the messages going out then I only have about 15% of the messages delivered, all the rest comeback undelivered for various reasons, some of the reasons are below

550 Blocked for abuse

Failed four attempts to connect to the recipients mail server

temporarily deferred due to user complaints

Can any one please help tell me what am doing wrong or what needs to be fixed?

That error message is due to your sending e-mail account being blacklisted....

Typically you will become blacklisted if you send too many e-mails to a specific domain over a specific period of time.  Both values can be configured on the receiving end.

Depending on how many users you have you may need to throttle items, especially if they all go to the same domain...as it is easy to get blocked as spam.
