ok so we have one installation, multiple portals and you want one portal to show under constructions, while the others don't. Is the portal you bringing down still "up" IE accessible but you just want the content to show under construction cause our busy making lots of changes? If so why not just set the home page to a clean skin that says under construction then remove access to the other pages minus the admin. If it really bugs you that the one page shows in the menu, you could build the skin to include a redirect to a static page on your webserver that says under construction.

I haven't read the whole thread in detail, but when I had my site live and wanted to work on it without letting people see it, I created an index.html file and stuck it in the root folder.  The browsers read that instead of the default.aspx when the site url was typed in.  Might be a quick fix...
