One thing you might try is while in File Manager, ensure that if the "Skins" folder if visible in file Manager, has View permissions set for ALL users.

It looks as if there is a permissions issue, causing a fallback on the skin assignment.  At least that is the only thing I can think of if you have restarted the application multiple times.

You don't have anything like PageBlaster installed on your site do you?

The permissions is a good place to look.  I have seen individual files and folders not inherit permissions on some occassions.  When that happens, I just have to force the inheritance again.  It doesn't happen very often at all, but it can.

Mitch thanks for a suggestion, but this seems ok too. All container folders have permissions set for ALL users...

I also did an upgrade DNN 4.8.0 -> 4.8.2 but the issue is still there.

And what is the PageBlaster?

hismightiness, how can I check/edit permissions of individual files? I just find feature to do it for folders in File Manager but everything is set OK there.

... and my problem persist, still can not apply container to portal. It only works when logged as Admin/Host with "Edit" mode. If I switch to "View" or log out on the portal module is still using default container stored in Portals/_default/Containers/_default/No Container.ascx.

I truly appreciate any guidance.

I am not speaking in terms of DNN itself, but rather Windows.  If you are using a web host, then you will need to check the permissions using their control panel.
