IMO it depends on the area of expertise you need, most of the developers have areas they are more experienced and other, where others might have deeper knowledge.

Along the same lines as what Sebastian said, if you first find a module that does close to what you want, then the developer of that module should be able to customise it for you, or recommend someone who could. 
That way you are not starting from ground zero with a new developer.

I'll agree with the above statements.  It really depends on what you are looking for.  There are many of us out here (including myself) that do custom module development.  Some of us are more familiar with different types of modules.  I personally recommend looking around and taking to multiple developers and see who makes the best impression and has the best plan for you that is inside your budget.

Personally, I think the DotNetNuke corp could get themselves a winner if they had a central site for offering your services with DNN development.  Kind of a marketplace for people to find developers.  If done in the right way (a focus on creating good outcomes for buyers and sellers, rather than trying to control the marketplace too much) it could become both a profit centre (assuming either advertising or a small fee to respond to quote requests) and a way to bring in a professional side to the whole ecosystem.  I imagine a common question bandied around at a meeting deciding on a website platform is ' can we find people to work with this technology' .  A site which gives a simple and seamless way to advertise and bid for DNN projects would help give a definitive answer to this question.

As a DNN developer myself, I'd like to see ratings and feedback in the ebay/eLance style, subcategories in which to classify yourself, and marketplace transparency for buyers and sellers.  

Ratings and feedback ebay-style it has it's problems, but to me the good outweighs the bad as long as there is a dispute resolution process.  There is always potential for abuse, but, anyone can create reputational damage online if they set out to do so.   

Currently, from the buyers point-of-view, it must be bewildering to find someone to do small DNN consulting (i need a module to do x).  Of course, anyone could build such a site, but having it under the official DNN brand would bring legitimacy and a seamless link from the dotnetnuke.com site.

Anyway, just a thought I carry around with me.
