DNN 4.8

I've modefied the "Basic" toolbarset in ...\Providers\HtmlEditorProviders\Fck\Custom\fckconfig.js

but the program still brings up the original Basic toolbarset.

Than as a test I searched and replaced all of the "Basic" to "Test" and left DefaultToolbarSet="Basic" but the program still brough up "Basic" tool bar instead of displaying an error.

Also as a test I've renamed the HtmlEditorProviders folder and ran the program which gave me an error which in turn told me I am using / changing  the correct files.

How / where do I change the toolbarsets ?  I need to add fee options to the Basic toolbarset.

Thank You
