I use Visual Web Developer 2008 Express Edition. I tried to install the starter kit but  the DotNetNuke Compiled Module (VB)  gives the following  error:

"Installation stopped because the directory for the ProjectType value did not exist.  The project type is invalid for your installation of Visual Studio."

Please a solution exist ?

First, why are you installing the starter kit?  If you are not developing modules for DNN, use the Install files and instructions.  As an answer, it sounds like the starter kit wasn't updated for VWD 2008.  Did you download the 4.8.2 version of the starter kit?
