I'm working on some presentation things that require strict DOC TYPE tag for my CSS standards based layout tweaks. I've seen that with DNN 4.4. or higher it's possible to change the doc typ but I can't figure out how to do it and couldn't find it in the documentation or on the forums. Can someone please post up instructions.

Just to note, DNN does not always output XHTML strick compliant code by default. Setting your doc type to strick could cause issues with the way DNN renders some of its tags it auto creates. Just a heads up if you do make the change and things start to throw errors. Not saying you will run into this but I have in the past. The blog rumor mill has the next release of DNN Cambrian being more XHTML compliant by default, so it might be a short lived issue. There are also ways you can alter a few default files to make DNN more xhtml compliant.
