My site is working perfectly except for one problem.  I cannot access the skins page to change the portal skin.  I keep getting the error below.  I have tried all kinds of tricks to get around this and now am at my wits end.  The site is very large and I just added another portal and can't change the skin of the new portal.  I have many pages on the site and can't rebuild it from scratch so I have to fix this.

I created a small test module to look at each parameter and they all seem right and pointing to a valid drive folder so I have no idea why this is doing this.  any help would be appreciated.

This is my response.writes out of a test module
Globals.HostMapPath = C:\HOME\notary\DnnSites\notaries2008prod.com\Portals\_default\
Globals.HostPath = /Portals/_default/
SkinInfo.RootSkin = Skins
DotNetNuke.Common.Globals.glbDefaultSkinFolder = /DNN-Blue/
DotNetNuke.Common.Globals.glbDefaultAdminSkin = Horizontal Menu - Fixed Width.ascx
full path = /Portals/_default/Skins/DNN-Blue/Horizontal Menu - Fixed Width.ascx

This is the error I am getting
