I have a minor question I think can be answered by almost anyone.

My install of DNN (4.8.2) is running on Windows Server 2003 Enterprise with IIS 6.  Can I develop my applications with VS2008 and .NET 3.5 and have them work in my DNN portal?

Yes, you should be able to run 3.5 code on your site.  You will need to install the .NET Framework 3.5 on the server, and you'll also need to make some adjustments to your site's web.config, but then everything should work fine.  Check out this tutorial from Michael Washington for a link to get .NET 3.5 and the web.config changes (at the bottom).

Is there a specific way to see if 3.5 is installed on the server?  My guess is Control Panel>Add Remove Programs

Look at C:\windows\MS Framework\ subdirectories is another option
