I am using Active Forums and am getting an error message that the size of a pdf file I am trying to upload is too large. But the max size set in Active Forums is well above the size of the file. How does one increase the size in DNN?

There is a limit in the web.config file.  Look at this line (the 8192 limits uploads to 8 megs):

                < httpRuntime useFullyQualifiedRedirectUrl="true" maxRequestLength="8192" requestLengthDiskThreshold="8192" / >
