I want to be able to globally change my default skin folder and DotNetNuke.config seems to be the place to do it (with <skinningdefaults>). However, on my development server, changes to that file don't take effect until I build the site. Unfortunately my production server doesn't have Visual Studio and I used the install package (not the source package) to install DNN on that server. How do I "activate" changes made to the DotNetNuke.config file without VS. And where the heck is that default skin folder path stored when it's actually retrieved by DNN?
