Today I downloaded the latest version 4.8.3 and freshly install in my computer (XPSP3, 4GB memory, 3.0GHZ Duo Core). I started the installation from localhost/dotnetnuke_maintenance/. The installation was started from 4:20pm. The installation is still running in the step of "Run Database Installation Scripts" until now. After 5 hours and 40 minutes, the database script is still running! The MDF file size currently is 173mb.

there is definately an error happening in your install process, the database script shall not run more than 1-2 minutes. Stop the site, delete and recreate the database and reunzip all files. check permissions and start from the beginning.
