DNN version 4.4.8
Windows 2003 SQL server 2000


New Install. Never logged in but when I click the login link I get this ERROR

A critical error has occurred.
web.config(24): error CS0138: A using namespace directive can only be applied to namespaces; 'System.Configuration.ConfigurationManager' is a type not a namespace

and I cannot get to the login page

Since it's new, wipe it and start a new install.

I have wiped it 4 times...

I have used 2 different databases 2000 and 2005 2 differnet database servers.
It seams related to the 2003 server not the database. The system loads, the default screen displays
it Just errors when I click login...
Cant try much, Production Server, Can't reproduce on development server.
