Thank you both...that put me on the right track. I was unable to uncheck the 'enforce password policy' checkbox. my server is part of a domain, and those login rules are determined by the domain network policies. It wasn't originally part of the domain, so I was likely grandfathered in from before.

To get around the issue, I logged into SQL Server Mgt Studio using the username in question and it allowed me to change my password that way. DNN now loads correctly. I'll have to keep an eye on it and change the password frequently, but I can live with that.
