Is there a method of automatically displaying a list of any new items that gets added to a portal?  I would have thought that the announcements module would do it but it does not seem to.

That depends on what's considered "new" to you.  The various news/publishing modules such as Ventrian's and Engage can display a compilation of the latest articles.  The calendar/events module can display upcoming events.  And there is at least one What's New module out there, Onyaktech I believe.

Check the Supplementary Downloads section on the downloads page here on the site for a "What's New" module. You can't really control what it displays but it is the nearest to what you're describing.
