The easiest way is simply changing the database as follow:

You can do it directly from DotNetNuke, login as host, choose SQL, enter the following,

update dbo.tabs set disablelink=’0’ where tabname=’host’
update dbo.tabs set disablelink=’0’ where tabname=’admin’

Click the checkbox to run as script and exceute.

I've done this but it doesn't seem to solve the problem.  The links are now clickable but they don't go anywhere ... Is there something else that I need to change as well?

Oh, what I did is that I apply a different skin for admin and host pages, a skin where your SolPartMenu's rootonly is not set to true.

The database trick only helps you to invoke admin/host pages from your regular pages.  You still need a skin where the solpartmenu object have access to submenu items directly for admin/host pages.

What you can also do is put in a third party menu from http://www.houseofnuke.com or http://www.inventua.com  but that's not a flyout, it's a fixed menu.

And have it set to administrators only. This is more apparent if you have lots of pages to administer or it will wear you down.
