Accepted Answer 

On further review - the DNN API does support the option for a user to reset their password even if no Question and Answer.  This behaviour is not surfaced in the UI, so I suggest you log it as a bug in our bug tracking system - support.dotnetnuke.com.

I'm confused how the issue linked has anything to do with the problem I'm having?

I never changed any settings.... DotNetNUke just doesn't handle the scenario where you have

-Hashed password
-no question and answer

Which is a viable scenario.  The default ForgotPassword control packaged with .asp.net handles this scenario fine

you enter an e-mail address
It resets your password to some random thing and e-mails it to you

Actually I just finished upgrading to 5.0

and it no longer seems like an issue in 5.0...

Sweet :)

The proceed to Login link goes to the wrong page
But otherwise it works

Thanks to whoever got that working
