do you want to change the settings or do you want to modify of create the settings available?

I suspect you mean the latter: for that you need the source version and make changes to the settings control of the module

btw: what changes do you want to make?

friend

all i want is to create an module(for example name it as custommodule)  , and that custommodule should have an extra settings called custommodule settings. along with all the other default settings such as MODULE, BASIC, ADVANCED. AND PAGE SETTINGS... so how should i create that extra settings in my custommodule..... help me... i think i have clearly explained.... and i had little success in copying the ANNOUNCEMENT SETTINGS into my custommodule, but i couldn modify (i.e customize) that settings...

waiting for an qiuck response

you have to register the control as  a settingscontrol. Go to module definitions, add a new control to your module, set the key to Settings and type to Edit. This will cause the settings control to be displayed in modulesettings
