are you by any chance using a hosted service or is it in-house? I know some hosters require you to have your send to (or was it send from) to be in the same domain as what your site is in...

Can you try doing a regular SMTP test matching the to/from you're using (from a DOS prompt) and let me know the results?

Yeah, I'm using ihostasp.net as my host. 

I have no idea how to do what you requested.  I'm not familiar with DOS at all.

Ask IHostasp.net to provide the correct settings to use with your DotNetnuke site. They're preventing the emails from going out from the website.. the smtp test probably wouldn't make a difference unless you can get a DOS prompt on the web server itself...

I use to have same problem which took place after upgrading my site. You need to go to Host > Host Setting > SMTP Server Setting and set SMPTP Authintication to Anonymous
