I just tested this using a verified account and I still get the error saying the transaction could not be verified. It would be nice to have a clear answer in regards to the origin of this problem.

Hi Mark,

When your buyer click on the PayPal logo at checkout he is redirected to the PayPal web site. If the buyer validate his payment, PayPal callback your web site in the background, this is the IPN process. When your web site receive a notification from PayPal, a callback to PayPal is done to verify payment, this to avoid fraud. At last, some controsl are done on received data like the order number. If one step fail during the IPN process, then your buyer receive this message. There are many possible reasons to break the IPN process, here the most common reasons:

  1. The verification URL in the Store Admin module is not the right one for your country. Please verify this point with PayPal and correct it if needed.
  2. The response from PayPal is too long. In this case the transaction is aborted, we can't do anything in this case.
