I am looking for a module that would allow people to create and submit for approval a business listing into one of a variety of categories that I create, with a photo, 200 word description, link. Then submit for my approval once I am sure they have added link to me. I have seen LinkNex from Onyak but not sure it can do this.

Anyone have suggestions?

You best bet would be to use a forms package and possibly the core UDT module.  For workflow and flexibility try Enterprise forms, for ease of use try forms Creator.  Of course there are also Xmod, Dynamic forms and the another free forms module which I can't remember the name.

Also depending on your specific requirements if the forms modules will not fit the bill, a custom module would most likely not be all that hard to create to manage it.

The Repository module could certainly do that for you. You can check out the DotNetNuke Directory page for an example.
