I agree with Sebastian.  From the information presented, it certainly sounds as if somewhere within the act of unzipping the 4.9 upgrade distribution, directories were destroyed that should have remain untouched.  Check your Portals table to ensure that the data within continues to exist (as I would expect).

When upgrading, you need to merge the existing directory structure with the structure contained in the distribution.  Were you using a screwy unzip tool?

 I've got a similar 4.8 to 4.9 upgrade problem. I followed the guide from Mitchel Sellers, type in the install line in the browser and all worked fine. It brought up a upgrade screen and then I clicked on continue to portal and it continued to redirect its self for a long period of time and then failed. I tried to access localhost and it redirected its self again. HELP!! Thanks.

I'm Experiencing the same issue. My site is stuck on a loop on the upgrade page after upgrading to 4.9.
