I receive the flowing error when trying to login

Module Load Warning
One or more of the modules on this page did not load. This may be temporary. Please refresh the page (click F5 in most browsers). If the problem persists, please let the Site Administrator know.

Can anyone advise how to correct the problem?

what are the circumstances, does this happen suddenly, or after a module or core upgrade?

I used Fiddler to capture traffic and noticed that /js/dnn.js is not executing.
