I have a client who has an existing DotNetNuke portal on another host.  They would like to move their system to my DotNetNuke host.  Is there a way to move their entire site, skins modules and all?

Take a backup of the site files and the database, restore them on the new host. Change the connection settings in the web config and you would be done.

Another option is to use one of the  3rd party backup modules.

Yes, the site can be moved with modules, skins and all.    Get a complete copy of the existing installation folders and a full backup of the database.   If they are on a shared install, it is a little more complicated splitting it out, but that is not difficult either.

Here is a starting point on the Install It forum.  http://www.dotnetnuke.com/Community/Forums/tabid/795/forumid/107/threadid/105609/scope/posts/Default.aspx

Apologies for hijacking this thread, but is it possible to transfer individual child portals from one DNN installation to another?

That's what I meant, anyway.  I can't move the whole database, as it's a single DNN site on a shared DNN environment that the client wants to move.
