Is it possible to create a user from an external source?

My client has an internal MS access application that needs to connect to the website and create and edit users.

We have used the Bulk User Manager module to handle loading/unloading upto 12,000 users from a CSV. We have also written modules to use the methods used when DNN Adds/Updates users, such as DotNetNuke.Entities.Users.UserController.CreateUser(ref objUserInfo) used to Add the user

It needs to be a live solution as the user needs to be added when it is added to the access application.
