I tried this case:
Admin wants to delegate users management to JhonDoe. He create a tab, inserts a User Accounts module and grants edit permission to JhonDoe.
But JhonDoe is a bad guy... he can edit the Admin profile, change the email and reset the password. Now he can login as Admin !!!
The Admin does not realize anything until next attempt to access... at this point is too late.

What do you think about?

That does sound bad. 

I would expect that a delegated user for user accounts would only have access to "normal" users.  Admin users should not be accessible because it allows them to elevate their own rights, as you pointed out.
