I think the Package Installer is hosed up.  I get a java script error FCKeditorAPI is undefined error.  I have found posts about it, but nothing they suggest works:

from what I can tell the FCKconfig.js is not being loaded into the page; oddly enough, why should it be?  there's no editor in the package installer.

what file do i need to edit to add fckconfig.js into it so it quits crying about this?

1. Make a back up of the FCKEditor dll that's in the bin directory of your computer.
2. Overwrite the original dll with an older version of the FCKEditor dll
3. Install the AD Provider (or whichever provider you're trying to install)
4. Replace the older FCKEditor dll with the newer version that you backed up in step 1.

Are you referring to DotNetNuke.FckHtmlEditorProvider.dll in the site's ..\bin\ directory?

Yes I am. I wasn't near an install when I replied so I didn't have the complete file name handy.

Thanks Mike.  That worked; however, I'm getting an error on the Active Directory Settings:
