I am encountering this error also. I used this guide for installation (guide). I tried as you suggested deleting my website, cleaned out all my windows temp files and all my windows profile temp files and started from scratch. I've tried this multiple times, and still no luck. What else could be causing this?

Checking the Active Directory option is what seems to be causing the problem. Check this thread. Leaving it unchecked in the Custom install fixed it for me. Just have to install the AD stuff afterwards.

I read the installWizard code carefully. I think the problem is that I use the "custom" type to install Dnn 4.9.0, this type of install may ask the customized skins for install. Because I haven't make the customized skins ready, it definitly get the errors to stop the install. I am not sure if my inference is correct.
