We have a site with multiple image galleries and are having issues with two in particular.

"Car" Gallery username "Car"

"Bus" Gallery username "Bus"

Basically, only one gallery can be active at any one time - user rules are correct and the active gallery is the one which last had the rules updated.

"Car" can access Car & Bus - or - "Bus" can access Bus & Car - if that makes sense.

There are 30+ other galleries (all password protected) and they all work correctly.

what is the Gallery version you are using, and what DNN version?  But I think more it is happend with the permission settings you have set up.  Have you checked them?

Gallery 3.x Module have some bugs, and is not recomanded for the DNN 4.x versions.  A new version for DNN 4.9.0 and above will be released in short time, if they passed the release process.
