I have a straight up aspx that I am popping up for feedback on my site via javascript.  This works about 50% of the time just perfectly.  The other half of the time, it pops up the window, hangs for a few seconds, and shows the home page of the site instead of my aspx.

This seems to almost always happen if I restart the IIS service.  After hitting the popup it hangs, shows the home page.  Then if I hit it again, it works fine (and after that as well).

What is going on?
