The Marketplace (link in top menu) or Snowcovered would be good places to start.  If you see one close to what you want you can always contact the developer and see if it can be modified to your needs.

Best css best design best performance are 3 seperate things.

the best designed skin doesnt have the best performance. You jus need to decide what you realy need.  I have a few very basic skins there and also some more advanced versions pure css based very fast loading and based on grid system

Its up to you what you need, but if you look at snowcovered be very carefull about what you buy thereis lot of crap arouhd there may look nice but laousy css and lot of nested tables. Even skins that are mentioned as seo friendly are made with nested tables and invalid html code
