I'm getting these errors (different files) all the time in Event Viewer..  I have not done anything at all to this install.

I stand corrected..  I probably shouldn't have put any content on the pages.... 

How about we start at the top.

1.  Should these files exist?

  • the file is not (and AFAIK never has been) part of DotNetNuke ditribution
  • maybe the file has been on your site before and the google bot tries to re-access it now. use a robots.txt to disallow access to flags folder.

It must be the ip address.    This is a brand new install, ip only.   I changed ip and the error goes away.    It must be something related to the site on this ip before I got it.    Thanks.  Weird.
