I thought there was a way to set up a DNN site so that a new user would have to Pay a fee JUST to Register.

Can someone point me in the right direction? Note: We are using "Verified" registration for the portal.

I don't think you will get 100% of the functionality that you require, but you could get something similar -

 

1) Switch to private registration - it would have to be a manual process - a person applies to join and emails someone with payment - you manually update their log in details

2) Don't do it on Register - use Subscription Roles and hide all content for that role (call it "PaidRegistered" or something. Use something like Ventrian's Subscriptions tools. So effectively the site is dead unless they join that role (which requires payment) - this would be the easiest solution.
