One additional note (I've noted it on the Gemini issue, too): this doesn't take Daylight Savings Time (DST) into consideration. So, if the portal or the end user is currently in DST, then the time will be off by an hour. At least this'll be closer than before, but I do acknowledge the need to fix that, as well. I looked around for a solution, but didn't see a way to convert the time zone offset DNN tracks to a System.TimeZone object. I'm hoping that either someone on the core team or anyone else who's had more experience with globalization can add their 2¢.
