I tried firefox and IE.. both are unable to logout from DNN 4.9.2 when logged in with admin account or standard account.

I think this is a security issue.

If this is an upgrade did you migrate your MachineKey value from your old web.config to your new web.config?

Yes -- it was done automatically.  Machine key is present in web.config
